SECTION I: ASSOCIATION SPORT COMMITTEE STRUCTURE AND REPRESENTATION

1. Voting Representative: Each Association Club active in the sport of girls basketball within the past year shall have its president, or a person designated by its president, as its voting representative at the Indiana Association AAU Girls Basketball Annual Meeting.  Representatives of inactive or newly formed Clubs may have a voice, but no vote, at the annual meeting.

2. Annual Meeting: The annual Meeting shall occur each year after the AAU National Convention, no later than Oct. 31 and with no less than 10 days notice, in writing, to each club president.  Club presidents are required to notify the Association secretary in writing of any change of address.  Annual meeting will be conducted under Roberts’ Rules of Order.

3. Rule Changes: Any proposed rule changes must be received in writing by Oct. 1 at the Association Office, Attn.: Girls Basketball Chair.  Association Executive Committee proposals also may be brought to the floor of the ASC Annual Meeting with written copies of the proposals available to all voting representatives in attendance.

4. Executive Committee Makeup:

    a) The Indiana Association AAU Girls Basketball Executive Committee shall consist of the Association Sports Chair and six committee members -- two each from the Northern, Central and Southern regions as indicated on map that is the back page of this manual.

    The Chair for 2001 is Patrick McKee (Indianapolis).  The committee members for 2001 are are Kim Bilskie (Monticello) and Dan Willett (Chesterton) from the North, Mike Armstrong (Indianapolis) and Mike Lopresti (Richmond) from the Central, and Walt Raines (Franklin) and David Yeary (Bedford) from the South.

    b) Provided there are five or more active clubs in a given year, all seven positions will be elected annually at the ASC Annual Meeting.  All voting representatives will vote for Chair.  Voting representatives will vote for committee members of their region only.  There is no limit to the number of terms a person may hold.

    c) If there are less than five active clubs, the Association President shall appoint the Association Sport Chair, who will appoint the members of the Association Sport Executive Committee.

    d) The Executive Committee shall serve as the Association Tournament site selection board as well as a Review Board, as needed.  The Association Sport Chair will not vote except to break a tie.  The Association Sport Chair will act to administer ASC Executive Committee decisions.

    e) If no member of the ASC Executive Committee is an attorney currently active in the practice of law, all Review Board hearings may be conducted by an attorney, retained by the ASC Executive Committee, and who shall have no such vote.  The duties of Review Board shall be as stated in the National Code.

    f) The Association Sport Chair may appoint Association Tournament commissioners as he/she sees is warranted.

5. Voting and quorum: No voting by proxy.  Only Club representatives who are present at the ASC Annual Meeting, may vote.  A quorum consists of those voting members present at the ASC Annual Meeting.

6. Vacancies:  If the vacancy is the Association Sport Chair, the Association President shall appoint an Interim Sport Chairman to serve until the next ASC Annual Meeting.  If the vacancy is an Executive Committee position, the Association Sport Chair shall appoint Interim Executive Committee member,  providing he/she comes from the same region s the departed member, to serve until the next ASC Annual Meeting.

      

SECTION II: TOURNEY HOST RESPONSIBILITIES

1. Manual: The 2001 Indiana Association AAU Girls Basketball Manual is available from the Indiana Association AAU office and all rules and guidelines listed must be followed.  The Girls Basketball Manual must be at tournament headquarters for reference if needed.

2. Tournaments:

a) Type of Tourney: Pool play with a minimum of three games (except if an odd number limits teams in one pool to two games) for regionals of all age groups. Pools will have either three or four teams, with three-team pools getting their third games by cross-pooling when possible. There will be up to eight regionals for 10U/11U/12U/13U, four regionals for 14U/15U and one site for 16U/17U/18U.  When there are more than two pools in a 10U/11U/12U/13U regional or more than four pools in a 14U/15U regional, a playoff of pool winners will determine who advances to the Finals Tournaments (Level I for all ages; Level II for 10U/11U/12U/13U/14U/15U; Level III for 10U/11U/12U/13U).  All “finals tournaments” will be 16-team single elimination tournaments with all teams offered four games and places determined 1 through 16.  If the regional-finals format somehow prevents a team its opportunity for a guaranteed game, the team’s club will be refunded $50.00 from a fund administered by the Association office.  Developmental Tourneys provide four scheduled games.

b) Levels:  Entry into “Level I” is for the National Qualifier. Entry into “Level II” is for regional and state competition and DOES NOT qualify teams for the National Championships. Teams in Level II do count toward the total number of entries and players on Level II teams may be “picked up” by teams that do qualify from Level I for Nationals. Teams in Level II may go to the National Invitational Championships if they desire. Level III is an event for regional cross-pool playoff losers or regional pool runners-up from Level II.

c) Pool Play Tie-Breaking Procedure:  Any time there are two-team ties, the winner of the head-to-head game shall advance. In the case of a three-team tie, a 13-Point System will be used with teams getting “Plus” or  “Minus” points for the margin of each game it plays (up to +13 or -13 maximum). Teams are then ranked by their +/- points. If a team forfeits, the winning team gets +13 and the forfeiting team -13.

d) Change of Format:  The Indiana Association AAU Girls Basketball Executive Committee may change the format of a given tournament if the number of entries and the time/facilities available mandates such a change.

3. Game Rules:

    a) Game rules for regional games: 10U,11U,12U and 13U games will be played in 6-minute quarters with at least 75 minutes between scheduled start of games. (Overtime will be 3 minutes.)  14U, 15U, 16U, 17U and 18U games will be played in 8-minute quarters with at least 90 minutes between scheduled start of games. (Overtime will be 4 minutes.)  All games will be played by 2000-2001 high school rules.  Halftime for all age groups will be 10 minutes.  A 20 minute warm-up should be allowed for all games.  Warm-up may be shortened to a minimum of 10 minutes but only if agreed to by both coaches.

    b) Game rules for "finals tournament" games:  For Level I: 10U finals game will be played in 7-minute quarters. 11U will be played in 8-minute quarters with at least 1 hour, 45 minutes between scheduled start of games:  12U and 13U will be played in 16-minute halves with at least 1 hour, 45 minutes between scheduled start of games;  14U and 15U will be played in 18-minute halves with at least 1 hour, 45 minutes between scheduled start of games; 16U, 17U and 18U will be played in     20-minute halves with at least 1 hour, 45 minutes between scheduled start of games.  All games will be played by 2000-01 high school rules.  Halftime for all age groups will 10 minutes.  A 20 minute warm-up should be allowed for all games.  Warm-up may be shortened to a minimum of 10 minutes, but only if agreed to by both coaches.  Overtimes will be 3 minutes for 10U, 4 minutes for 11U, 12U, 13U, 14U & 15U; 5 minutes for 16U, 17U & 18U. For Levels II and III, use same timing rules as at regionals.

    c) Game rules for Developmental Tourney games:  All 10U/11U/12U/13U games will be 6-minute quarters playing by 2000-01 high school rules; 14U/15U/16U/17U/18U games will be 8-minute quarters.  Overtimes will be 3 minutes for 10U/11U/12U/13U and 4 minutes for 14U/15U/16U/17U/18U. Warm-up, halftime and time between games will follow regional format.  Developmental Tourneys are open to the first 32 teams that enter in 10U/11U/12U/13U and the first 16 teams in 14U/15U and 16U and combined 17/18U.  Teams which cannot be accommodated will have their entry fee returned or refunded.  If entries are such that an additional event can be held, the Indiana AAU Executive Committee retains the right to seek a Host and create an additional event.

4. Tournament Behavior:

    a) A team coach/manager is to be listed on the entry form and this person will be held responsible for the team’s actions/conduct.  Each team is allowed a head coach and up to three assistant coaches (or other personnel), but all must be listed on the official roster and have current AAU coaches cards.

    b) Game Officials will notify team captains at the pregame meeting of their warning for proper behavior.  Once the game begins technical fouls will be assessed immediately for inappropriate behavior without warning.  All technical fouls must be recorded with the name of the person(s) assessed on the official scoresheet.

    c) Any player or coach who receives two technical fouls in the same game will be ejected from that game.  If a game official is unable to identify the offender, bench and spectator technical fouls will be assigned to the head coach.

    d) If, due to ejection, a team is left without a coach/manager, the team shall forfeit at that point.

    e) Any player or coach who receives more than three technical fouls in sanctioned competition in a given year immediately is suspended (cannot enter a building of competition) from further competition until appearing at a Disciplinary Hearing conducted by the Indiana Association AAU Girls Basketball Executive Committee.

    f) A Disciplinary Hearing will take place at the Indiana Association AAU office no later than two weeks following the office’s notification of an individual’s fourth technical foul.  The individual will be consulted by telephone regarding the exact time and date of a Disciplinary Hearing, then will be notified formally via registered mail at the address on file at the Indiana Association AAU office.

    g) The individual will have all rights to due process as specified in the AAU code.  Upon hearing testimony, the committee may restore eligibility, restore eligibility with probation, suspend until a rehearing at a specified date or permanently ban an individual from AAU competition.  An individual who fails to appear at a scheduled Disciplinary Hearing will be permanently banned from AAU competition.

    h) The tournament committee has been given the right to remove any player, coach, spectator, or team from the competition whose behavior has seriously affected the conduct of the tournament and/or the respectability of the Indiana Association AAU Girls Basketball Program.

5. Game time restrictions: No games will be held on Fridays or weeknights before 6 p.m. or scheduled after  9:30 p.m. any night.  No Saturday or Sunday games are to begin before 8:30 a.m.  No team members must have to miss school (3:30 p.m.).  Allow appropriate driving time after school is out to allow for athletes attending summer school and coaches working/teaching.  Only exception to this is agreement by both teams involved and approval of ASC Chair.

6. Medical: Medical staff is required at site of competition.

7. Entry fee: All tournament entry fees ($175 per team, all age divisions for Developmental and Regional/State tournaments) will be sent to the appropriate Commissioner, and made payable to “Indiana Association AAU.”

The amount collected will be divided as follows for Age Group Regional/State Tournaments -- $15 per team to Indiana Association AAU Girls Basketball Tournament Fund;  $30 to Indiana Association AAU Girls Basketball National Tournament Fund; 10 percent of the remaining amount up to $500 to the Indiana Association AAU Girls Basketball Operating Fund; $1,200 apiece to the Host of that age group’s Level I Finals and Level II Finals (where applicable).  The remainder is to be pro-rated and divided among the Hosts of that age group’s Association Regional Tournaments based on number of teams in each.

The amount collected will be divided as follows for Indiana AAU Development Tournaments -- 83 percent to tourney Host and 17 percent to Indiana AAU.  Indiana AAU shall use its share to fund 10U/11U/12U/13U Level III Finals.

In addition, each club must submit a $200.00 performance bond with its first team entry of the year if it does not have a credit on file from 2000.  This will be used as a bond for teams to complete all games as scheduled.  At the end of the year, if the club plays all games as scheduled, the bond will be retained for the Year 2002 bond unless the club president requests its return in writing.  If a team forfeits a game, monies will be used from the bond to reimburse offended parties and no teams from the given club may participate until additional funds are submitted to restore the bond amount to $200.00.

8. Site Assignment, Seeding and Draw Procedure:

    a) Each Age-Group Regional/State Tournament Commissioner will, with the advice and consent of the Association Sport Chair, assign teams to a tournament site within two weeks after the Entry Deadline.  Once completed, a written list of all team assignments must be provided to Hosts of that age group’s Regional Tournaments, Host of that age group’s Finals Tournament, the Association Girls Basketball Chair and the Association Executive Director.

    b) Within one week, the Association Sport Chair will, with input regarding finalized facility availability from each Regional Tournament Director, issue a bracket or pool sheet for each Regional with game dates, starting times and playing facilities listed.

    c) After closing the entries, each Age-Group Regional/State Commissioner will determine 16 seeded teams for the tournament based on results from the previous year in the next-lower age group from Level I.  Seeds carry over only to Level I and seeded teams are ensured they will not play another seeded team in regional play unless both could possibly advance.  If a team has disbanded from the previous year, its seed may be applied to another team from the same club as designated by the club president.  If the club has disbanded or the club does not enter a team in the age group in question, the next-lower seed (or seeds) will move up to fill vacated seeds.

    d)  After it is determined in which regional pool or bracket the seeded teams will play, the winners from those pools or brackets will be placed as follows in the finals bracket -- #1 vs. #16, #8 vs. #9, #4 vs. #13, #5 vs. #12, #2 vs. #15, #7 vs. #10, #3 vs. #14, #6 vs. #11.  If all seeds are not filled, qualifiers from unseeded regional pools or brackets will be drawn to fill slots against #1, #2, #3 seeds, etc., until all finals bracket slots are filled.

    e)  At the time of the draw, each Regional Tournament Host must provide pre-addressed envelopes to the HEAD COACH of each team, with addresses for each playing site, directions to each and a map highlighting how to get to each.

    f)  The Association Girls Basketball Chair will complete his/her copy of the bracket or pool pairings with team names at the time of the draw, make sufficient copies to include in each of the prepared packets and mail them no later than the day after the draw.  Draws and other information also may be found on the Internet at “http://bounce.to/indiana.aau”

    g)  No changes may be made in the bracket or pool pairings after the completion of the draw meeting, except by the ASC Chair in the case of a correctable error.  Head coaches of all teams effected must be notified by the ASC Chair or by the Indiana Association AAU office in the case of changes.  If a team withdraws after the draw meeting, it will forfeit its game(s) and opponents will receive bye(s) to the next round of bracket play or “+13” in pool games.

    h) Developmental Tourney Commissioners shall follow guidelines as established in sections A, B, E, F and G above.  No seeding shall occur, however, consideration may be made for first-game driving time.

9. Financial Report: All tournament sites must send a Financial Report, no later than Aug. 1, or face a fine of $50.00 or not hosting a tournament for two years.

10. Admission: Tournament gate admission is to be a maximum of $3.00 per adult per day, and $2.00 per student (6-18) per day.  This is not saying the admission must be this; it is the maximum that may be charged.

11. Facility Requirements: Regulation courts with wood or tartan floors, regulation backboards, bleacher seating with adequate capacity, all courts marked with high school three-point line and adequate locker room facilities.  It is recommended that host groups have at least four gyms available and that clubs wishing to host tournaments with less than four gyms try to combine efforts with adjacent clubs to total at least that number.

12. Officials:

    a) Officials must be IHSAA licensed (or licensed from another state high school association) with host verification form to have a place for official’s name, state of licensing and license number.  It is preferred that an official work no more than three (3) games per day in one event and no more than two consecutively.

    b) Each tourney host will have an Officials Coordinator who will be present whenever games are being played and have a reliable means of communication (cell phone, pager, normal phone, answering machine, etc.) in his/her possession throughout the entire tournament.  The Officials Coordinator shall not be scheduled to work games except for the last game of the day.  The Officials Coordinator may be paid up to $8 per game for his/her services.

    c) Each tourney host will hire at least one Alternate Official to be present at the tournament through the start of each day’s final game (assuming all games are covered).  No Finals Tourney game shall start without two officials.

    d) Rates of pay per official per game shall be a minimum as follows -- $17.50, all regional games and Finals Tourney games in 10U/11U/12U/13U; $20 for Finals Tourney games in 14U/15U; $22.50 for Finals Tourney games in 16U/17U/18U.  Alternate shall get up to half rate for game slots present but not worked.

    e) In an emergency, the coaches of both teams must agree in writing on the use of a non-licensed official.

13. Awards: Required awards are the AAU Association Championship medals (to players and coaches on teams that place 1st through 4th) and team trophies to 1st, 2nd, 3rd and 4th place teams.  No MVP or all-tournament team will be named or honored at the Association level.  Medals will be purchased for all tourneys by Indiana AAU Girls Basketball Committee and Finals Host shall reimburse Committee for 100 percent of medals used.  Team awards be will purchased for all tourneys by Indiana AAU Girls Basketball Committee and Finals Hosts shall reimburse Committee for 50 percent of cost on awards required by their tournament.

For Developmental Tournaments, team trophies and individual medals will be presented to the first- and second-place teams.  The Indiana AAU Girls Basketball Committee shall purchase these awards in bulk, then be reimbursed by Hosts for 100 percent of cost on awards required by a given tournament.

14. Protests: No protest allowed.

15. Certification for State Finals (for regional hosts): An AAU pressure-sensitive four-copy scoresheet is required for use at all Indiana Association AAU sanctioned girls basketball games.  Head coach of each team will be given one copy at the end of each game.  Another copy will be retained by tournament host throughout Dec. 31 of calendar year.  Original Copy ( top sheet ) will be sent to Indiana Association AAU office with a results summary sheet by hand delivery or express mail on the first business day following the completion of the tournament.  In addition, a sheet with names, state of licensing and license number of all officials used in the tournament must be included.  In addition, team entry packets with rosters, individual applications and birth certificates must be hand delivered or overnight mailed to Indiana Association AAU office on the first business day following tournament.  Regional Tourney Director also will distribute Finals Tourney Packet (for Level I, this includes a Nationals Declaration Form) to Head Coach of advancing teams.  Also, a sheet listing teams that did not complete all games as scheduled -- or certifying that all teams completed all games, as scheduled -- is to be enclosed.

16. Certification for Nationals (for finals hosts): An AAU pressure-sensitive four-copy scoresheet is required for use at all Indiana Association AAU sanctioned girls basketball games.  Head coach of each team will be given one copy at the end of each game.  Another copy will be retained by tournament host throughout Dec. 31 of calendar year.  Original Copy (top sheet) will be sent to Indiana Association AAU office with a results summary sheet by hand delivery or express mail on the first business day following the completion of the tournament.  In addition, a sheet with names, state of licensing and license number of all officials used in the tournament must be included.  Also, a sheet listing teams  that did not complete all games as scheduled -- or certifying that all teams completed all games, as scheduled -- is to be enclosed.

17. Information Distribution:

    a) The Indiana Association AAU office will copy and mail this manual as well as tournament entry information to the president of each club that entered a 2000 Association Girls Basketball Tournament, head coaches of teams that entered 2000 tournaments or anyone who contacts the Association office about forming a new club.

    b) Each club president is responsible to copy forms for every team that club enters in Association Tournaments.

    c) The Indiana Association AAU will send a list of sites and entry deadlines to daily newspapers in Indiana.

SECTION III: TOURNAMENT REGULATIONS

1. General:

    a) National tournament Qualifying Tournament competition is offered in 10U, 11U, 12U, 13U, 14U, 15U, 16U, 17U & 18U age divisions with “Level I” Regional (if necessary) and Finals Tournaments.

    b)  For 10U, 11U, 12U, 13U, 14U and 15U, “Level II” Regional and Finals Tournaments will be offered. Entry into Level II DOES NOT qualify a team for the Nationals. A “Level III” Finals is offered in 10U, 11U, 12U & 13U.

    c) Change of Format: The Indiana Association AAU Girls Basketball Executive Committee may change the format of a given tournament if the number of entries and the time/facilities available mandates such a change.

    d)  For 10U, 11U, 12U, 13U, 14U, 15U & 16U, an Association Developmental Tournament will be offered.  Developmental Tournaments will be offered in Levels I and II through 13U.  A team that enters Level I for the Regional/State must enter Level I for Developmental competition; a team that enters Level II for Regional/State may enter Level I or Level II (its choice) for Developmental competition.

2. 

a) Type of Tourney: Single-elimination with consolation games for first-round losers guaranteeing a minimum of two games in regionals for 16U, 17U and 18U teams (if 17 or more teams enter).  Pool play with a minimum of three games for regionals of all other age groups. Pools will have either three or four teams, with three-team pools getting their third games by cross-pooling.  There will be up to eight regionals for 10U/11U/12U/13U, four regionals for 14U/15U and at least two sites for 16U/17U/18U.  When there are more than two pools in a 10U/11U/12U/13U regional or more than four pools in a 14U/15U regional, a playoff of pool winners will determine who advances to the Finals Tournaments (Level I for all ages; Level II for 10U/11U/12U/13U/14U/15U; Level III for 10U/11U/12U/13U).     b) Game rules for "finals tournament" games: For Level I: 10U finals game will be played in 7-minute quarters. 11U will be played in 8-minute quarters with at least 1 hour, 45 minutes between scheduled start of games:  12U and 13U will be played in 16-minute halves with at least 1 hour, 45 minutes between scheduled start of games;  14U and 15U will be played in 18-minute halves with at least 1 hour, 45 minutes between scheduled start of games; 16U, 17U and 18U will be played in 20-minute halves with at least 1 hour, 45 minutes between scheduled start of games.  All games will be played by 2000-01 high school rules.  Halftime for all age groups will 10 minutes.  A 20 minute warm-up should be allowed for all games.  Warm-up may be shortened to a minimum of 10 minutes, but only if agreed to by both coaches.  Overtimes will be 3 minutes for 10U, 4 minutes for 11U, 12U, 13U, 14U & 15U; 5 minutes for 16U, 17U & 18U. For Levels II and III, use same timing rules as at regionals.

    c) Game rules for Developmental Tourney games: All 10U/11U/12U/13U games will be 6-minute quarters playing by 2000-01 high school rules; 14U/15U/16U games will be 8-minute quarters.  Overtimes will be 3 minutes for 10U/11U/12U/13U and 4 minutes for 14U/15U/16U.  Warmup, halftime and time between games will follow regional format.  Developmental Tourneys are open to the first 32 teams that enter in 10U/11U/12U/13U and the first 16 teams in 14U/15U/16U.  Teams which enter late and cannot be accommodated will have their entry fee returned or refunded.  If entries are such that an additional event can be held, the Indiana AAU Executive Committee retains the right to seek a Host and create an additional event.

    d) Teams that enter Level I will be asked to complete and return a Nationals Declaration Form prior to participating indicating whether they intend to compete in the Nationals should they qualify.  If a team does not follow through on a commitment to compete in Nationals and prevents another potentially eligible team from participating, the team and its club will be ineligible for Indiana Association AAU competition for one year.

    b)  Game Officials will notify team captains at the pregame meeting of their warning for proper behavior.  Once the game begins technical fouls will be assessed immediately for inappropriate behavior without warning.  All technical fouls must be recorded with the name of the person(s) assessed on the official scoresheet.

    c)  Any player or coach who receives two technical fouls in the same game will be ejected from that game.  If a game official is unable to identify the offender, bench and spectator technical fouls will be assigned to the head coach.

    d)  If, due to ejection, a team is left without a coach/manager, the team shall forfeit at that point.

    e)  Any player or coach who receives more than three technical fouls in sanctioned competition in a given year immediately is suspended (cannot enter a building of competition) from further competition until appearing at a Disciplinary Hearing conducted by the Indiana Association AAU Girls Basketball Executive Committee.

    f)  A Disciplinary Hearing will take place at the Indiana Association AAU office no later than two weeks following the office’s notification of an individual’s fourth technical foul.  The individual will be consulted by telephone regarding the exact time and date of a Disciplinary Hearing, then will be notified formally via registered mail at the address on file at the Indiana Association AAU office.

    g) The individual will have all rights to due process as specified in the AAU code.  Upon hearing testimony, the committee may restore eligibility, restore eligibility with probation, suspend until a rehearing at a specified date or permanently ban an individual from AAU competition.  An individual who fails to appear at a scheduled Disciplinary Hearing will be permanently banned from AAU competition.

    h)  The tournament committee has been given the right to remove any player, coach, spectator, or team from the competition whose behavior has seriously affected the conduct of the tournament and/or the respectability of the Indiana Association AAU Girls Basketball Program.

5. AAU Membership:

    a) Each player is required to be an AAU-registered “AB” Youth member (cost, $12 per) and each player may play in only one Indiana Association AAU Qualifying Tournament of the current year’s schedule.  Any team with a member who has participated in more than one age division, will forfeit that game and any remaining participation.

    b)  All coaches (or bench personnel) of each team also must purchase an AAU “AB” membership card ($14).  By returning Team Entry Forms, Head Coaches are verifying they have read this manual and will abide by its rules.                           

    c) Insurance provided is a secondary accident-medical policy with a $200 deductible and capped at $50,000 per incident within 12 months.  If an athlete has no insurance, the policy becomes a primary policy.  Provided all athletes and coaches in a given club have “Added Benefits (AB)” cards and a registered coach is present in a supervisory role, the insurance is valid at scheduled AAU and non-AAU events.

    d) All athletes and coaches must be registered prior to their first practice or event in order to be covered for all practices or events.  Membership application forms and appropriate fees are to be in the Indiana Association AAU office within two weeks of the date of application or they may not be valid.

6. Playing Up: A player may play in an older age division (a 14 year old may play in the 15U division), but never in a younger age division (such as a 15 year old playing in the 14U division).

7. AAU Club Membership:

    a) All teams must have an AAU Club membership (cost, $20 per).  If your club has more than one participating team in the Indiana Association AAU sport program, only one club membership is needed.

    b) Club Membership form must be obtained from the Indiana Association AAU office and must be registered directly to the Indiana Association AAU office (not via the tournament entry procedure).

8. Mailing suggestions:

    a) To make sure your entry is received in proper fashion, it is suggested your entry packet be sent via CERTIFIED MAIL WITH RETURN RECEIPT REQUESTED, or EXPRESS MAIL to the appropriate person or place.  AAU Membership Card applications, Club Membership forms and payment for such goes to the Indiana Association AAU office.  Team entry packets are to be sent to the COMMISSIONER for that particular age group.  It is urged that you keep a copy of the roster and information you send in case there is a problem.

    b)  AAU Membership Card information, Club Membership and applicable fees must be in Indiana Association AAU office within one week of a team’s first practice or insurance coverage may not be in place.

    c)  All Team Entries are to be complete at time of submission and no entries will be accepted if not RECEIVED BY the posted INITIAL deadline.  All information on the roster must coincide with the information on each Individual Entry Form.  A player whose entry paperwork is not complete (Individual Entry Form with player and parent signatures, photo and birth certificate attached) will not be eligible unless a Corrected/Complete Entry is RECEIVED by the posted FINAL deadline. Any corrections/completes will be assessed a $25 late fee per item (up to a maximum of $250 in late fees per team) that is corrected/completed after the INITIAL deadline and by the FINAL deadline (i.e., a team missing 8 birth certificates would be assessed a $200 fee for all those players to play). If a Team Entry does not meet the minimum number of eligible players (See Section III-9a), that team’s entry will be returned and all its players will be ineligible the given year of competition.  If a team with an incomplete packet still has nine or more eligible players, the team’s entry will be accepted but only those players whose information is complete by the deadline will be eligible.  At no time following the FINAL deadline will roster additions be allowed.

9. Roster limits:

    a) A maximum of 15 players are allowed on a team (to be dressed and on the floor or bench) at the Association level.  A team must have a minimum of nine (9) players listed on its official roster.

    b) A team that qualifies for Nationals with 12 or less players may add up to three additional players, provided those players participated in an Association Regional/State Tournament in that age group, to its roster for the National Tournament.

    c) Any team with more than 12 players at the Association level may only “pick up” enough players to get to 15 (i.e., 13-2, 14-1, 15-0).  No players can be “dropped” in order to “pick up” someone else for the National Tournament.

10. Bench personnel: Only those players whose names appear on the official roster may sit on the bench along with a maximum of four other persons -- the four registered coaches.   No young children will be allowed to sit on the bench.   Sitting on the bench is defined to include ‘anywhere on the bench side of the floor’ if a given venue’s spectator seating is provided only on side opposite the bench.

11. Out-of-Association players: No team may have more than three players from a bordering Association.  Please note on your roster with an asterisk (*) any player who resides in a bordering Association, and those players must register for their Individual AAU Membership Card through their resident Associaiton. At no time will a player be eligible when it is not a bordering Association (Central, Michigan, Ohio, Kentucky).

12. Age determining date: Date determining a player's participation age is January 1, 2001, at 12:00 a.m.

13. College student participation: College students are eligible for participation if cleared by her College or University and meets all other eligibility criteria.  Permission from her school must be in writing and filed with the tournament entry.  No athletes (any sport) from schools with NCAA Division I may participate (NCAA rules).  NCAA Division II and Division III athletes may participate as specified above.  College students at any NCAA-affiliated schools who are not members of an intercollegiate athletic program (any sport) are eligible to participate.

14. Photo/birth certificate: Each player’s photograph and proof-of-birth certificate must be shown before playing the first game of  Qualifying and Finals tournaments.  If not done and a player plays, her team forfeits that game.

15. Uniforms and numbers: Each player must wear uniform with numbers on both sides -- at least 4 inches tall on the front and 6 inches tall on the back.  Eligible number are 00, 0, 1, 2, 3, 4, 5, 10, 11, 12, 13, 14, 15, 20, 21, 22, 23, 24, 25, 30, 31, 32, 33, 34, 35, 40, 41, 42, 43, 44, 45, 50, 51, 52, 53, 54, 55, but players on the same team may not wear 0 and 00.   T-shirts showing underneath a jersey are to be of similar color and may not have torn or ragged edges.  Shorts or undergarments protruding below the bottom of the shorts are to be of similar color to the shorts.  Sponsor names may be on the uniforms.

16. Regulations involving players attending IHSAA schools:

    a) All tournaments involving high school-age players (9-11 grades) must be in accord with the IHSAA Participation Rule.  No more than three (3) students who have participated in a contest, as a member of their school team in that sport, can be members on the same AAU team at the same time.  Any team member who was not a school team member, please indicate on the official roster.

    b)  No player may participate in the Association Regional/State Tournament (or other revenue-producing event, as defended by the IHSAA) prior to the IHSAA’s  Summer Season.

    c) An Indiana Association AAU team may provide for its players any and all uniforms, including warmups and shoes.  The player may not retain this equipment after the season unless it is purchased by the player or his family.  Equipment used by a player may be purchased at season’s end at 50 percent of its original cost to the team (or 50 percent of wholesale price if donated to the club/team directly from a manufacturer or dealer).

    d) Travel money may be accepted by a player.  That money may be no more than the exact cost of meals, lodging and method of travel.  A player may not accept money in excess of the actual travel, lodging or meal costs.

    e)  Head Coach of each team also must purchase an AAU membership card ($14.00) as well as return a Team Entry Form verifying that he/she has read this manual and will abide by its rules and the National “Coaches Code of Ethics.”

17. Advancing to Nationals:

    a) Teams will advance to the Nationals from the Association based on the following participation in Levels I and II:

    10U, 11U and 17U: 3-9 teams in the Association; 1 teams goes to Nationals; 10-17 teams in the Association, 2 teams go to Nationals; 18-35 teams in the Association, 3 teams go to Nationals; 36 or more teams in the Association, 4 teams go to Nationals.

    12U, 13U, 14U, 15U and 16U: 3-13 teams in the Association, 1 team goes to Nationals;  14-23 Association, 2 teams go to Nationals;  24-47 Association, 3 teams go to Nationals;  48 or more Association, 4 teams go to Nationals.

    18U: 3-8 teams in the Association, 2 teams go to Nationals; 9-12 teams in the Association, 3 teams go to Nationals; 13 or more teams in the Association, 4 teams go to Nationals.

    b)  In the event a qualified team chooses not to participate in Nationals, the head coach of this team must notify the Association Girls Basketball Chair in writing as soon as possible in case another team may be eligible.

18. Entry fee: All tournament entry fees ($175 per team, all age divisions) will be sent to the appropriate Age Group Commissioner and made payable to “Indiana Association AAU.”

In addition, each club must submit a $200.00 performance bond with its first team entry of the year if it does not have a credit with the Association office from 2000.  This will be used as a bond for teams to complete all games as scheduled.  At the end of the year, if the club plays all games as scheduled, the bond will be retained for the Year 2001 bond unless the club president requests its return in writing.  If a team forfeits a game, monies will be used from the bond to reimburse offended parties and no teams from the given club may participate until additional funds are submitted to restore the bond amount to $200.00.

19D. FORMAT ADJUSTMENTS: If a sufficient number of teams do not enter to necessitate the above format or if facility or unforeseen problems arise, the ASC Executive Committee may adjust the format as it deems prudent.

20. Tournament Draws:

    a) Drawing for the tournaments will be held at the Indiana Association AAU office by Association secretary and Girls Basketball Chair, no less than 10 days before each tournament with Age Group Association Commissioner and Tournament Directors in attendance or on phone. If there are levels of play, team must indicate which level it is entering.

    b) All tournaments will use the office Bracket or Pool Pairing book.  If a club has from two to four teams in a tournament, they will not be put in the same bracket/pool at the regional level if at all possible.  A club with more than four teams may have more than one in a regional bracket/pool.  There is no guarantee that all teams from one club will be assigned to the same regional, although every effort will be made to do so.  Seeded teams will be drawn first, followed by multiple teams from given clubs, followed by all other teams.  Seeding procedures are explained in Section II-8.

SECTION IV: POLICIES PERTAINING TO AAU GAMES CHAMPIONSHIP

1. Establishment: The AAU Girls Basketball National Committee voted to continue the AAU Games Championship with the following stipulations: Each association may enter two teams.  Each association will determine its own selection process for the players and coaches of its teams, should it decide to enter.  All players must have high school eligibility remaining.  All players must have played in an Association Qualifying Tournament.  The entry fee will be the same as all other Nationals tournaments, although the exact tourney format is to be determined.  The winner of the 2001 Games Championship may qualify for an international event in Europe with expenses for team members paid for by National AAU.

2. Indiana implementation: The Indiana Association AAU Girls Basketball Committee voted that the Association 16U champion and runner-up teams be selected to represent Indiana in the AAU Games Championship.  Further, that team may add players to its roster up to 15, provided those players played in an Association Qualifier, have high school eligibility remaining and there are not more than three (3) players currently in Grades 9, 10 or 11 from the same high school.

The Association 16U champion and runner-up teams must indicate their desire to participate in the AAU Games Championship to the Association Sport Chair in writing within one week of the Association 16U Championship.  Should that confirmation not be received, the Association Executive Committee shall designate coaches and players to represent Indiana in the AAU Games Championship.

8. It is permissible to have invitationals and warm-up tournaments in May, but there are specific IHSAA guidelines that must be met if those tournaments are to include players currently in Grades 9, 10, or 11.

10.  AAU Girls' Basketball Coaches Code of Ethics: 

  • I will place the emotional and physical well-being of my players ahead of a personal desire to win.
       
  • I will treat each player as an individual, remembering the large range of emotional and physical development for the same age group.
       
  • I will take reasonable measures to honor all commitments to athletes.
       
  • I will do my best to provide a safe playing situation for my players.
       
  • I will promise to review and practice the basic first aid principles needed to treat injuries of my players.

  • I will do my best to organize practices that are fun and challenging for all my players.
       
  • I will provide a sports environment for my team that is free of drugs, tobacco, and alcohol, and I will refrain from their use at all youth sports events.
       
  • I will be knowledgeable in the rules of girls' basketball and I will teach these rules to my players.
       
  • I will use those coaching techniques appropriate for each of the skills that I teach.
       
  • I will remember that I am a youth sports coach, and that the game is for children and not for adults.
