3.      Elect program Chair and Area Representatives for 2001

a)    Nominees for Chair: TBA - Nominations were opened.  Current chair, Pat McKee, announced that he preferred not to be nominated.  Other nominations were made, but all were declined by those nominated.  After lengthy discussion, Pat McKee was nominated and re-elected as Chair.

b)    Nominees for North representatives: Kim Bilksie, Monticello; Dan Willett, Chesterton – Nominations were opened.  No additional nominations were made.  Kim Bilskie and Dan Willett were re-elected as North Representatives.

c)    Nominees for Central representatives: Mike Armstrong, Indianapolis – Nominations were opened.  Additional nomination of Mike Lopresti of Richmond was made and accepted.  Mike Armstrong and Mike Lopresti were elected as Central Representatives.

d)    Nominees for South representatives: Criss Beyers, Bloomington; Walt Raines, Franklin – Nominations were opened.  Nomination of Criss Beyers was withdrawn by request of nominee.  Additional nominations of David Yeary of Bedford and John Combs of Bartersville were made and accepted.  Walt Raines and David Yeary were elected as South Representatives.  

4.      Set dates for 2001 tournaments

Duneland AAU (Dan Willett) proposes: - (After discussion, these proposed dates were defeated.)

                   March 30-April 1 – 10U/11U Developmental, 7th Grade/8th Grade Regional; 16U/17U/18U Regional

                   April 6-8 – 10U/11U Regionals; 7th Grade/8th Grade Finals; 16U/17U/18U State Finals

                   April 20-22 – 10U/11U State Finals (Levels I, II and III); 12U/13U Developmental

                   April 27-29 – 12U/13U Regionals; 14U/15U Developmental

                   May 4-6 – 12U/13U State Finals (Levels I, II and III); 14U/15U Regionals

                   May 11-12 and 19-20 – 14U/15U Level I double-elimination State Finals

                   OR May 18-20 – 14U/15U State Finals (Levels I and II, single elimination)

       * Try double-elimination this year for only 14U/15U Level I

       * Players in 7th Grade/8th Grade events may play in AAU 12U/13U/14U after April 8

5.      Set bid procedures for 2001 tournament hosts

a)    Set deadline for bid form to be returned  (After discussion, deadline date for bids was changed from October 20 to October 23.)

b)    Set date for Executive Committee meeting and tentative awards to be made (After discussion, the date of this meeting will be announced at a later date.)

c)    Set date for meeting of Tournament Directors for those awarded 2001 tournaments (After discussion, the date of this meeting will be announced at a later date.)

d)    Note -- Financial Reports and fees for 2000 events must be filed for bidders to be considered for 2001 events.  Financial reports from 2000 events are still due from: Twin Lakes, 10U/11U Developmental; Muncie Sports & Hobby, 10U/11U Developmental; Indy Falcons, 11U/12U/13U Developmental and 12U/13U Regional; Bloomington MoHoops, 12U/13U Developmental; Triton Central, 12U/13U Developmental; Mt. 6.      Report on National Convention, Sept. 19-23 at San Diego, Calif.   (Click here to view minutes from National Convention.)

a)    Demographic data. These include Girls Basketball Registrations by Association for the years 1988-2000 and the Number of Teams by Age Group/Association for 2000. (See separate sheet.)

b)    Updates on 2001 Nationals were given – 10U at Disney; 11U at Kenner, La.; 12U at New Haven, Conn.; 13U at Cocoa Beach, Fla.; 14U at Lafayette, La.; 15U at Oklahoma City, Okla; 16U at Winston-Salem, N.C.; 17U/18U at Disney; JO Games at Virginia Beach, Va.; 11U/12U NIC East at Orlando (not Disney); 10U/11U/12U/13U NIC West at Albuquerque, N.M.; 14U/15U/16U/18U NIC at Tulsa.

c)    National Tournament bids for 2003 were awarded – 10U at Disney; 11U at Kenner, La.; 12U at Lafayette, La.; 13U at Clarksville, Tenn.; 14U at Virginia Beach, Va.; 15U at Dayton, Ohio; 16U at Cocoa Beach, Fla.; 17U/18U at Disney.

d)    2002 tournaments were awarded last year – 10U at Disney; 11U Kingsport, Tenn.; 12U at Amarillo, Texas; 13U at Disney; 14U at Rochester, Minn.; 15U at Overland Park, Kan.; 16U at Mansfield, Texas; 17U/18U at Oakland, Mich.

e)    Discussion was held about NCAA Recruiting Calendar. National Chair Carroll Graham said he has been told by NCAA officials that there are no plans to change the women’s summer evaluation period (July 8-31). But, he noted, various factors could influence those officials and prompt a change.

f)    A proposal passed to allow the National Chair to name At-Large teams to the JO Games Championship

g)    A proposal passed changing the Registration at Nationals. A girl still must register before she plays, but she now may do so at any point during the event. (Before this had to be done by the close of pool play.)

h)    The Registration procedure was simplified for teams attending the JO Games.

i)     There were no proposals or discussion about “Age Group” vs. “Grade Group.” That means the AAU Girls Basketball program will continue to be “age group” with Jan. 1 as the age-determining date.

j)     A subcommittee was formed to study restructuring the National Tournaments. It may look at items such as format (pool-play, double-elimination bracket, consolation shootout), the possible establishment of a National Level Regionals to be played between the State Finals and Nationals and the numbers that determine how many teams from an Association are eligible for Nationals.  (Click here to view proposal to allow additional qualifying bids to the national tournament.)

k)    A “Coaches Code of Ethics” was passed. Any registered AAU Girls Basketball Coach agrees to abide by this code by the act of registering. The exact wording will be forthcoming.

l)     Reimbursement for Association Chair’s expenses to attend convention -- $738.00 (airfare, $398; car rental, $250; airport parking, $32.50; meals, $57.50; lodging, $0.00)

 

7.      Report on interactions with the Indiana High School Athletic Association

a)    A meeting was held with former Commissioner Bob Gardner over the winter, after which some adjustments were made to our Indiana AAU rules, such as eliminating the “window” for AAU basketball activity. Mr. Gardner said he generally was pleased with his interaction with Indiana AAU officials.

b)    In late March, Mr. Gardner resigned as IHSAA Commissioner. In April, Blake Ress was selected as the new Commissioner. A couple of informal discussions were held with Mr. Ress, and he agreed to meet with Indiana AAU leadership sometime in the late fall or early winter.

c)    The IHSAA eliminated its rule that prevented its athletes in Grades 9-10-11 for participating in revenue-producing events in non-school sports. This means our 14U, 15U, 16U, 17U and 18U Association events can be held anytime after the IHSAA Girls Basketball State Finals are complete, including April and/or May, without jeopardizing high school eligibility.

d)    Please keep in mind, whatever is passed today (regarding tournament dates, formats or playing rules) may be subject to amending by the Indiana Association AAU Girls Basketball Executive Committee following the annual meeting with Mr. Ress and other IHSAA leaders. 

8.      Rules proposals

a)    From 2000 program Chair

Proposal  1.    Sections III-19 (Tourney Dates, Entry Deadlines). Amend, subject to action of Agenda Item 4 today (above) and TBA meetings.  Approved.

Proposal 2. Amend Section III-12. Age Determining. Date determining a player’s age is Jan. 1, 2001, at 12 a.m. Approved.

Proposal 3. Update Section V (Important notes from the Indiana Association and National Executive committees)  as warranted.  Approved.

Proposal  4.    Amend Sections II-3a, II-3b, II-3c, III-3a, III-3b and III-3c to state:  All games will be played by 2000-01 high school rules, except as noted in this Manual. Also amend Section II-17 to update year to 2000. Also amend Section III-18 to mention the years “2000” and “2001” where appropriate.  Approved.

b)    From Member Clubs

Proposal 1. From Mohr Magic (Evan Beauchamp): Amend Sections II.2.a and III.2.a to state: All “finals tournaments” will be 16-team double-elimination tournaments.  (First, seconded, and discussed.  Defeated.)  

Proposal 1a.  From Walt Raines after discussion of Proposal 1:  Modify 16U/17U/18U Regionals format to include pool play and a minimum of 3 games for each team.  Seconded by John Pilkington and passed with the provision that the Executive Committee be allowed to somewhat modify the format to accommodate scheduling difficulties.   

Proposal 2. From Duneland AAU (Dan Willett): Amend Sections II.2.a and III.2.a to state: “Finals Tournaments” for 10U, 11U, 12U, 13U, 16U, 17U and 18U, all levels, and 14U and 15U Level II will be 16-team single-elimination tournaments with all teams offered four games and places determined 1 through 16. “Finals Tournaments” for 14U and 15U Level I will be double elimination.  Proposal withdrawn by Dan Willett.   

Proposal 3. From Duneland AAU (Dan Willett): Create a Section III.1.e that states: In addition, 7th Grade and 8th Grade divisions will be offered separate from the Association Qualifying Tournaments. These divisions must complete play by April 9. Players on “grade-group” teams also are eligible to play on “age-group” teams.  Proposal seconded, discussed, and defeated.

Proposal 4. From Duneland AAU (Dan Willett): Add to Sections II.2.b and III.2.b the following: A team that was a Level II champion in 2000 must enter Level I in 2001.  Proposal seconded, and during discussion, proposal was amended to state that all "Level II" tournaments be restricted  to "school teams" as defined when "school division events" were held at the  Developmental Tournaments in 1999. The amendment passed for purposes of being added to the item on the floor.  After lengthy discussion, the amended proposal was defeated.

Proposal 5. From Duneland AAU (Dan Willett): Amend Section II.8.c to state: After the closing of entries, each Age-Group Regional/State Commissioner will determine the top 4 seeded teams based on results from the previous year in the next-lower age group from Level I.  Proposal failed for lack of a second.

Proposal 6. From Mt. Vernon AAU (Joe Untrauer): Delete Section II.8.c. and Section II.8.d as written, and re-write Section II.8.c to state: Regional pools or brackets will be drawn until all teams are placed. The Finals Brackets will be drawn from a list of regional pool or bracket slots that could advance. (This would eliminate all seeds.)  Proposal failed for lack of a second.

Proposal 7. From Westfield AAU: Amend Section II.8.c to state: After closing the entries, each Age-Group Regional/State Commissioner will determine 16 seeded teams for the tournament based on results from the current year.  Proposal failed for lack of a second.

Proposal 8. From Westfield AAU: Amend Section III.1.b to state: For 11U, 12U, 13U, 14U and 15U, “Level II” Regional and Finals Tournaments will be offered. (If passed, this would force all 10U teams to enter “Level I.”)  Proposal failed for lack of a second.

Any other items?  Items from the floor are supposed to be in writing with enough copies for every voting delegate.  (No other items presented for proposal.)

9.      Awards

             There will be no Indiana Association AAU awards banquet, but this committee voted in 1998 to continue giving Outstanding Participant, All-American and Outstanding Senior awards. For 2000, after conferring with various Level I State Finals tournament directors, the Indiana AAU Girls Basketball Committee will recognize:

a)    Outstanding Participant Awards – 10U: Shelby Ross, Indiana’s Finest. 11U: Erinn McGee, Indiana’s Finest. 12U: Jessica Hildebrandt, Indiana’s Finest. 13U: Ashley Cazee, Spiece Diamonds. 14U: Ashley Hayes, Mohr Magic Carver. 15U: Sharika Webb, Indiana’s Finest. 16U: Ashley Allen, The Family. 17U: Johna Goff, Lady Mac Magic. 18U: Nikki Perkins, Indiana’s Finest.

b)    All-Americans – 16U: Jenny DeMuth, Mohr Magic; Shanna Zolman, FW Orthopaedics. 17U: Courtney Koester, Eastern Indiana Wolfpack; Abby Scharlow, Mohr Magic Pride. 18U: Sara Nord, Jabokis.

c)    Outstanding Senior Award – Abby Scharlow, Mohr Magic Pride.

d)    An additional award to be presented to an Indiana person is the Ruthie Webster Memorial Award. Dan Willett of Duneland AAU was selected by the AAU Girls Basketball National Executive Committee as winner of the Ruthie Webster Memorial Award for service to Girls Basketball on the Association level. Dan has been fielding teams from Northwest Indiana for approximately 16 years, hosting Association tournaments for almost as many years, served on our Association Girls Basketball Executive Committee for 12 years and mentored others in Northwest Indiana. Congratulations, Dan. 

10.   Old business  (All items passed as presented.)  

a)    Rawlings Basketball Program  --  We again will offer a basketball program in which you can purchase an official AAU basketball for $38 apiece. If interested, please call the office at 317-357-8790.  Orders must be prepaid (check payable to Indiana Association AAU). About 38 balls remain.

b)    Any other old business  (No other old business presented.)       

           11. New business  (All items passed as presented.)

a)    Hoosier Basketball ad -- Allocation of $450 for ad in Hoosier Basketball Magazine recognizing state’s top teams in each age group, individual award winners and a phone number for 2001 entry information.

b)    AAU  Women’s  Basketball  Program  --  There is a program for women 19-and-older to participate,  although current NCAA players are not allowed by NCAA rules.  This year’s Nationals will be in late April or early May.  Please contact the AAU National Office, if interested.  Reminder of next meeting dates (Executive Committee to review bids TBA; all 2001 Tournament Directors for site confirmation and beginning of sanctioning process TBA.  Bid forms due October 23, 2000, to Indiana  AAU office  (fax  number  317-357-8791).
